Subheading 8517 62 of the Combined Nomenclature covers machines for the reception, conversion and transmission or regeneration of voice, images or other data, including switching and routing apparatus. In commercial practice, this encompasses network routers (home, enterprise and carrier-grade), Ethernet switches (managed and unmanaged), DSL, cable and fibre-optic modems, WDM multiplexers and demultiplexers, VoIP gateways, media converters and WiFi access points. The essential criterion is the function of processing and forwarding telecommunications signals between network points. Servers are classified under heading 8471 as data processing machines. Base stations fall under 8517 61. PBX switchboards are also classified under 8517 62. Hardware firewalls and network security appliances may be classified under 8517 62. Regulatory requirements for network equipment imported into the EU

Major manufacturers include Cisco, Juniper, Arista (USA), Huawei, ZTE (China), Nokia (Finland) and numerous ODM firms from Taiwan and China. Documentation includes commercial invoice, transport documents, EORI number, CE declaration, RoHS and WEEE data. For devices with encryption, export control requirements may apply. National VAT is levied on import.

RED directive and telecom equipment 8517 62

Telecom equipment under CN 8517 62 is subject to RED 2014/53/EU if it emits or receives radio waves. From 2025, smartphones and tablets require USB-C charging. MFN duty: 0% (ITA).
