BTI (Binding Tariff Information) is an official EU customs decision confirming the classification of goods. Valid for 3 years, binding across all EU member states.
Definition and scope of CN subheading 8425 39
Subheading 8425 39 of the Combined Nomenclature covers other skip hoists and hoists for raising vehicles, powered by other than electric motor. This includes hydraulic shaft winders, pneumatic winders, combustion engine skip hoists and diesel-powered mine winding machines. Classification requires distinction from electric skip hoists (8425 31) and general-purpose hoists (8425 11, 8425 19). The decisive criterion is the skip or shaft hoist application with non-electric drive. This subheading belongs to Section XVI and Chapter 84. Classification follows GRI rules 1 and 6. Skip hoists are large-scale, high-value equipment. Where classification is uncertain, a BTI should be obtained.
Import requirements for other skip hoists (8425 39)
Importing skip hoists under subheading 8425 39 into the EU is governed by the Union Customs Code and the Machinery Regulation (EU) 2023/1230. Other skip hoists – Machinery Directive and periodic inspections

Equipment is subject to periodic inspections by national authorities. Customs clearance requires CE certificate, technical documentation, declaration of conformity and user manual in the destination country language.
